Staffing, pay issues plague Florida departments amid pandemic

Many of the reductions in staff began in the 2010s under DeSantis’ predecessor, Gov. Rick Scott, now a U.S. Senator, who pushed through massive cuts in 2011 and 2012 as the state made up large revenue shortfalls from the Great Recession. Most salaries remained flat during that time, too, as state workers received just one across the board pay raise in the last 10 years.
