The reports issued by the state motor vehicles department show some cities issue seat belt tickets to black drivers at far higher rates than the population would suggest. In the 2017 report, the latest that is available, the highest discrepancy was in Fort Myers, which issued 59% of its seat belt tickets that year to black drivers, despite only 22% of its residents being black, for a percentage point difference of 37 points.
