A Pembroke Pines man is accused of sexually assaulting a girl for 10 years beginning when she was 4-years-old, police said.
Wayne Lincoln Chin, 57, was arrested at his home Monday and charged with sexual assault and battery, and lewd and lascivious molestation on a child under 12, jail records show.
The alleged victim contacted Pembroke Pines police recently and gave them vivid details of the ongoing abuse that began in 1998 and ended in 2008 when she was 14, according to the arrest report.
The woman, in her mid-20s now, said Chin knew her family and would come to her home three to four times a week to molest her. It started with caressing under her clothing and progressed to various sex acts as she grew older, the report stated.
She told detectives she had never told anyone about the assaults because Chin would get angry if she refused his advances. He also told her she was the one who would get in trouble if anyone found out, police said.
Detectives set up and recorded several phone calls made by the woman to Chin and he, “appeared to be very excited to hear from the victim since it had been approximately five years since they last communicated,” investigators said.
While he reminisced on the phone about their sexual past, Chin told her that, “he loved her and missed her very much and wanted to spend the night with her,” the report stated.
After his arrest, Chin spontaneously asked detectives, “How can you arrest me for something I did 20 years ago?” and, “I did not rape her. I just lay in bed and sleep with her,” investigators said.
Chin also claimed she instigated the sexual liaisons and was 18 when it happened 20 years ago but detectives pointed out she would have been 5-years-old at that time.
At Chin’s first court appearance Tuesday, Judge Jackie Powell ordered him held without bond in the Broward Main Jail.
“These allegations are pretty serious,” she said. “I have to take that into consideration at this time despite his limited interaction with the law.”
