The association’s Board of Directors approved the report Thursday, during a week in which President Donald Trump and Democratic presidential candidate Joe Biden both went to Kenosha, Wis., in the aftermath of police shooting Jacob Blake, a Black man, seven times in the back. The Blake shooting added fuel to protests and counter-protests that surged after a May incident in which George Floyd, a Black man, died when a Minneapolis police officer knelt on his neck.
