A primary win provides a powerful boost to a presidential candidate, but it’s delegates that determine who wins the presidential nomination.

And delegates don’t just go to the winner of the primary. Democratic Party rules award some delegates to any candidate who gets 15% of the vote statewide and other delegates to candidates who get at least 15% of the vote in any of the state’s 27 congressional districts.

The number of delegates in each district are based on the number of votes for Democratic candidates in the 2016 presidential and 2018 gubernatorial elections.

So the heavily Democratic South Florida districts represented by U.S. Reps. Ted Deutch, Lois Frankel and Alcee Hastings get seven delegates each. The less-Democratic South Florida district represented by Republican U.S. Rep. Mario Diaz-Balart gets just three delegates.
