Court records say Rose was in the infirmary passing out medication when an inmate, whose identity has been redacted in court records, threw an unknown substance out of the infirmary door. Records say Rose attempted to shut what was referred to as a door flap, but the inmate had a firm grip on it. Rose then used his flashlight to beat the inmate.
