The Biden administration sent a letter Tuesday to DeSantis’ general counsel, Ryan Newman, that also said the state does not have the authority to punish the providers if their licenses lapse and they continue to offer services to unaccompanied immigrant children. It was signed by Mark Greenberg, a deputy general counsel at the U.S. Department of Health and Human Services.
