“Courts, in general, are pretty deferential to the power of state and local governments to issue these sorts of regulations,” said Joel Zinberg, a senior fellow with the Competitive Enterprise Institute, a libertarian think tank in Washington, D.C. “Whether or not it’s a wise [policy] is really a political question.”
