With the pandemic, mail voting will be at historic highs, but Florida has more experience counting mail ballots than some other states. In the last presidential election, about 27% of votes in Florida were cast by mail compared with only 4% in Pennsylvania, another battleground state, according to Ballotpedia, a nonpartisan political encyclopedia.
