The video, which was recorded on a cellphone, shows the teen being pepper-sprayed and then his head being slammed violently into the pavement. Both those cases are still playing out in court. A third deputy, Ralph Mackey, was charged with falsifying the report. A jury last month found Mackey not guilty of the charge.
