The 1973 finding came during the intensifying investigation of the Watergate burglary and of President Richard Nixon’s attempt to obstruct it. It was formulated a month before Nixon fired the special counsel, Archibald Cox, precipitating a constitutional crisis. Under intense pressure, Nixon capitulated and appointed a new prosecutor, Leon Jaworski. Nixon eventually resigned.
