William Lewis, with the firm Morgan & Morgan, said he represents five clients who were at nearby businesses during the explosion. “This type of event should never, ever happen. This is not some sort of lightning strike out of the blue, some sort of act of nature,” Lewis said. “What happened here in almost all instances is because some company or some individual disregarded their obligations.”
