The judge’s order means officials in South Florida must sweep four processing plants in West Palm Beach, Opa-locka, Miami and an airport location in Miami, which sorts mail from abroad, said Jonathan Manes, an attorney with the Chicago-based MacArthur Justice Center, on Tuesday.
